The South Bay Workforce Investment Board (SBWIB) serves eleven (11) cities located in southwest Los Angeles County, including Hawthorne, Inglewood, Gardena, Carson, Lawndale, El Segundo, Manhattan Beach, Redondo Beach, Hermosa Beach, Torrance and Lomita. The board is comprised of 51 members representing business, labor, education, economic development, the One-Stop partners and other local workforce system stakeholders.


The SBWIB embraces comprehensive strategies to meet the needs of business for a skilled workforce, while creating opportunities for workers to prepare for and enter into well-paid careers.


SBWIB programs are implemented through four One Stop Business & Career Centers.


In accordance with the Workforce Innovation and Opportunity Act (WIOA) Section 106 - 108 and planning guidance issued by the State of California, Employment Development Department for Local Area and Regional Plans, the South Bay Workforce Investment Board (SBWIB), a California Workforce Development Board, will open a public comment period to its Local Plan and the Regional Plan of the Los Angeles Basin Regional Planning Unit (LABRPU), to which SBWIB is a signatory party.

  • The public comment period for the Local Plan will begin March 24, 2021 through April 23, 2021.

  • The public comment period for the Regional Plan will begin March 24, 2021 through April 23, 2021.

The comment period will allow the public to review and comment on the PY 2021-2024 plans. The Local Area Plan represents the SBWIB Workforce Development Area and its consortium of eleven cities, including the cities of: Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Lomita, Manhattan Beach, Redondo Beach, and Torrance. The Regional Plan represents the LABRPU, which is comprised of seven workforce development boards, which, together, serve the entire county.

Virtual Learning Ambassadors Program

The SBWIB has taken a number of steps to ensure Youth have access to the resources they need to prosper amid a pandemic. We strive to assist schools with virtual services through our Virtual Learning Ambassadors (VLA). VLA’s are paid student interns, from the ages 16-24, who support elementary / middle / high school students, teachers and parents who need assistance adapting to a digital presence during COVID-19. VLA’s will receive 20 hours of paid training and up to $1,500 of paid work experience.
